This tool acts as a "magnetic" assistant for your mouse. When you move your cursor near a pad or track end, the software automatically snaps or "captures" the point.

If you need to jump to the top layer (Layer 1, Blue), left-click to end a trace, then press V . This drops a via. Select the Blue layer and continue routing.
